With over 22 years of increasingly responsible legislative work experience in policy research, budget review and analysis, legislative and policy advocacy, oversight work, and knowledge management, with first-hand experience in the political dynamics of policy-making, lobbying, and policy reform advocacy. Mr. Vicerra served as Director-General of the Congressional Planning and Budget Department of the House of Representatives.
Mr. Vicerra has a Master’s Degree in Development Economics from Williams College, MA, USA and graduated cum laude with a degree in Business Economics cum laude from University of the Philippines.
Mr. Vicerra also played a key role in successfully sourcing e-Government funding for institution-wide ICT catch up projects at the House of Representatives, including upgrading computer assets, installation of Local Area Network, increased bandwidth of internet access, and I.T. security, electronic voting, digitization of legislative archives, document management, and geographic information systems.
